We served warning notices on Dr Robert Stephen Burrows on the 12 February 2026 for failing to meet the regulations related to Regulation 17 Good governance and Regulation 15 Premises and equipment at Hall Street Dental Care.

During an assessment under our new approach

We carried out this announced on-site inspection on 27 January 2026.

We found the practice had not met all regulations.

The practice had ineffective systems to identify and manage risks. In particular, the risks associated with sharps safety, stock control, premises and equipment, lone working, fire safety and medical emergencies.

Improvements were required to the oversight of provision of staff mandatory training.

Clinical notes were not always recorded in line with recognised guidance.

Hall Street Dental Care is in St Helens and provides private dental care and treatment for adults.

There was step-free access to the practice and car parking spaces available, including dedicated parking for disabled people, near the practice.

The practice had 2 treatment rooms. At the time of our inspection, there was a total of 4 staff, of which there were 1 dentist, 1 dental nurse (who was also the practice manager), 1 receptionist and the cleaner. We gathered feedback from and spoke to all staff except the cleaner.

The provider was not complying with Regulation 15 Premises and equipment and Regulation 17 Good governance. Full details of the regulations the provider was not meeting are within the inspection report.

During a routine inspection

We spoke with the registered manager (dentist), staff and patients. This helped us to gain an overview of what people experienced using Hall Street Dental Care.

Care and treatment was planned and delivered in a way that ensured patients safety and welfare. We looked at patient records. We also spoke with the practice manager regarding the assessment of patients and looked at documents used. One staff member said, 'Are our patients are private and have been with us years. This has helped us build up relationships with people.'

Comments we received from patients were positive about the way they were treated by staff. They were satisfied with the care and support shown to them during the course of their treatment. They told us they found the dentist and his staff approachable and polite and felt relaxed when visiting the surgery. One patient we spoke with said, 'Every time I come here I am treated so well by the dentist and all the staff.'

One patient told us they were consulted throughout the treatment stages and all options were discussed with them. A patient confirmed they gave their consent to any treatment undertaken by the dentist.

There were a range of audits and systems in place to monitor the quality of the service being provided.
